dc.description.abstractLobbying and its regulation in Czech and international context Abstract This Master's thesis investigates the phenomena of lobbying and its regulation both in international and subsequently national context, following a current government draft law on lobbying. The thesis is divided into three chapters. In the first chapter, a suitable definition of lobbying is sought and its functions, most common typologies and three main theories are presented. After that, attention is shifted to the mutual relationship between lobbying and corruption and their interactions. In the following part, possible approaches towards the legitimacy of lobbying as a part of democratic process are presented. The end of the chapter analyses general background of lobbying activity regulation and its forms and tools. The second chapter is concerned with lobbying and concrete modes of its regulation in three selected countries - Lithuania, Poland, and Slovenia. The individual subsections have the same structure: at the beginning, the overall history of the regulation is outlined, followed by the introduction of the national lobbying environment. dc.description.abstractLobbing a jeho regulace v českém a mezinárodním kontextu Abstrakt Tato diplomová práce zkoumá fenomén lobbování a jeho regulace v mezinárodním a následně v domácím kontextu, a to v návaznosti na aktuální vládní návrh zákona o lobbování. Práce je členěna do tří kapitol. V první kapitole je nejprve hledána vhodná definice lobbování a jsou představeny jeho jednotlivé funkce, nejčastěji používané typologie a tři hlavní teorie. Následně je pozornost věnována vzájemnému vztahu lobbování a korupce a jejich interakcím. V následující části jsou představeny možné přístupy k legitimitě lobbování v rámci demokratického rozhodovacího procesu. Na závěr této kapitoly jsou rozebrána obecná východiska regulace lobbistické činnosti a následně také jednotlivé způsoby a nástroje, jimiž se realizuje. Druhá kapitola se zabývá lobbováním a konkrétními prostředky jeho regulace ve třech vybraných zemích - Litvě, Polsku a Slovinsku. Jednotlivé části jsou vystavěny na totožné struktuře: na úvod je stručně nastíněna historie regulace, následně je pozornost věnována lobbistickému prostředí v dané zemi, jsou shrnuty relevantní vybrané zákonné definice, regulace je přehledně představena a následně je s odkazem na odbornou literaturu provedeno její hodnocení.
