Semi-prezidencialismus na Ukrajině

Abstract

The bachelor thesis will focus on the research of Ukrainian political system. The theoretical part will try to outline the basic definition of the theory of semi-presidential system according to the most eminent scholars: Duverger, Shugart and Elgie. The practical part will explore constitutional development in Ukraine, semi-presidential system implementation, transformations of Ukrainian political system and its real functioning. The aim of the work is to find out if Ukrainian political system is semi-presidential or not. A great contribution of this work will be the analysis of the current political regime, in which, for the first time in the history of independent Ukraine, the dominance of a single political power has been settled down. This part of the work cannot be based on the results of scientific research due to the absence of such results. Therefore, this part will take the form of an analysis of the definitive facts by the author of the work. Key words: Semi-presidential system; Ukraine; post-communism.

Bakalářská práce se zaměří na výzkum ukrajinského politického režimu. V teoretické části se bude snažit nastínit základní vymezení teorie semi-prezidencialismu u třech nejvýznamnějších autorů: Duvegera, Shugarta a Elgiého. V praktické části následně prozkoumáme ústavní vývoj na Ukrajině, zavedení semi-prezidencialismu, proměny ukrajinského politického režimu a jeho reálné fungování. Cílem práce bude odpovědět, zda ukrajinský politický režim je nebo není semi-prezidentským. Velkým přínosem této práce bude analýza současného politického režimu, ve kterém poprvé v dějinách nezávislé Ukrajiny se ustálila dominance jediné politické moci. Tuto část práci není možné opřít o výsledky vědeckého badání kvůli absenci takových výsledků. A proto tato část bude mít podobu analýzy definitivních faktů autorem práce.
