Doněcká a Luhanská lidová republika: úspěšné budování státu?

Abstract

Tato bakalářská práce se zabývá mezinárodně neuznanými entitami Doněcké a Luhanské lidové republiky. Cílem práce je na základě empirického měření atributů vnitřní a vnější suverenity analyzovat, zda entity svou existencí odpovídají konceptu de facto state anebo puppet state. Zvolenou metodologií lze analyzovat faktické vnitropolitické fungování entit a jejich postavení v mezinárodním systému s ohledem na významnou roli vnějšího aktéra, Ruskou federaci. Zatímco de facto state je produktem domácího obyvatelstva a deklarovaným cílem je dosažení mezinárodního uznání, puppet state je etablován vojenským konfliktem a kontrola, vliv vnějšího aktéra dosahuje na vojenské, ekonomické, politické úrovni takové míry, že lze hovořit v podstatě o tzv. skryté okupaci (covert occupation). Z důvodu odlišení zkoumaných entit je důležitým definičním bodem nezávislost. Pokud deklarovaná formální nezávislost kryje skutečnou nezávislost entit, bude entita dle definice považována za puppet state. Výsledky měření potvrzují absenci skutečné nezávislosti, entity jsou výrazně podřízeny, závislé na podpoře vnějšího aktéra, sponsor state, zároveň naplňují všechny definiční znaky puppet state. The goal of this thesis was to analyze the unilaterally declared entities of Donetsk and Luhansk People's Republic and determine, whether they should be considered de facto state or puppet state. Using the E.Berg's, E.Kuusk's methodology I was able to measure the position in the international system, certain aspects of internal and external sovereignty, considering the importance of the external actor, the Russian Federation. De facto state is established through local support and its declared goal is to gain the international recognition, meanwhile puppet state is established through military conflict and its dependene on the external actor, sponsor state, reaches such a degree, it can be considered a covert occupation. Independence is an important factor in the actual functioning of the entities. If the formal independence hides the actual independence, entity will be considered a puppet state. In this case both entities meet all the criteria of B.Ivanel's puppet state and formal independence hides the actual independence.
