Energetická politika SRN a Spojeného království v kontextu jejich klimatických závazků

Abstract

Předmětem předložené diplomové práce jsou energetické politiky Německa a Velké Británie. Práce provádí komparativní analýzu obou politik z perspektivy jejich směřování k nízkoemisní energetice a plnění stanovených klimatických závazků, jako je podíl obnovitelných zdrojů energie nebo celkové emise. Pro šíři problému se přitom práce zaměřuje především na sektor elektřiny a na technologie, jejichž podpora pomáhá snižovat emisní náročnost energetiky. Stěžejní část textu má popisný charakter a srovnává jak obecné kontury obou energetických politik, tak jednotlivé nástroje, které tyto politiky využívají. Práce přitom postupuje v pořadí jednotlivých zdrojů energie (jaderná energie, obnovitelné zdroje, zemní plyn) a částečně se zabývá také dvěma dalšími důležitými fenomény - CCS a EU ETS. Nedílnou součástí práce je výběr indikátorů relevantních k jednotlivým dílčím tématům a vyhodnocení jejich trendů. A konečným, ačkoli až sekundárním cílem práce je pokusit se o evaluaci jednotlivých nástrojů a politik. Mezi závěry práce tak vyvstává především: 1/ relativní úspěšnost Německa při odstavování jaderných elektráren z hlediska spolehlivosti dodávek, a přitom zvýšené riziko z hlediska emisí z energetiky; 2/ relativní účinnost reformovaného britského nástroje Renewables Obligation a navazujícího nástroje...

The main focus of the present diploma thesis are the energy policies of Germany and the United Kingdom. In the thesis, a comparative analysis of both countries' policies is carried out, focusing on their progress towards a low carbon energy sector and on the fullfillment of their respective climate pledges, such as the share of renewable sources of electricity and total emissions. The scope of the thesis is narrowed down to include above all the electricity sector and the technologies that help to reduce the energy intensity of the energy sector. The central part of the text is descriptive, comparing both the general outlines of the respective policies and the policy instruments used. The thesis largely follows the logic of comparing the different approaches to the main energy sources (nuclear, renewable, natural gas) and in part also deals with other important phenomena: CCS and EU ETS. The choice of relevant indicators and the evaluation of trends is an integral part of the thesis. The secondary goal is to attempt an evaluation of the individual instruments and policies.
