Soubor dohod Berlín plus - Stále relevantní nebo již překonaný mechanismus spolupráce EU - NATO?

Abstract

This bachelor thesis deals with the verification of the relevance of the Berlin Plus Agreements, which became the official mechanism for the implementation of European Union- led operations using NATO's planning capabilities in 2003. To determine the relevance, I set out three aspects. The first assesses this mechanism by its use in practice in the form of military missions. The following perspective examines it from the perspective of involvement in planning and its occurrence in the key documents of both organizations. The last one looks for his presence in the professional discourse. I use assumptions based on historical institutionalism to determine the causes of the present state of relevance of these agreements. These include, in particular, an emphasis on historical and contextual assessment of the empirical survey, path- dependency, and unintended consequences. With this research set up, I have come to the conclusion that the Berlin Plus Agreement is partially relevant from today's perspective. Předložená práce se zabývá ověřením relevance souboru dohod Berlín plus, který se v roce 2003 stal oficiálním mechanismem pro realizaci operací pod vedením Evropské unie s využitím plánovacích kapacit NATO. Pro zjištění relevance jsem stanovila tři hlediska. První z nich posuzuje tento mechanismu dle jeho využití v praxi v podobě vojenských misí. Následující hledisko jej zkoumá z pohledu zapojení do plánování a jeho výskytu v klíčových dokumentech obou organizací. Poslední nakonec pátrá po jeho přítomnosti v odborném diskurzu. Pro zjištění příčin nynějšího stavu relevance těchto dohod využívám předpokladů vycházejících z historického institucionalismu. Mezi ně patří zejména důraz na historické a kontextuální posouzení zkoumané empirie, závislost na předchozích vzorech a nezamýšlené důsledky. Díky takto nastavenému výzkumu jsem dospěla k závěru, že soubor dohod Berlín plus je z dnešního pohledu částečně relevantní. K takovému výsledku jsem došla poté, co mechanismus Berlín plus nebyl hodnocen kladně ani podle jediného kritéria. Zároveň se však ukázalo, že jeho existence napomohla udržet komunikaci a určitou úroveň spolupráce mezi oběma organizacemi v dobách, kdy mezi nimi panovaly zhoršené vztahy.
